Help FINDING A DRONE READ BELOW?

hello, so I would like to buy a drone for video use! My price range is about 400 USD, the drone needs to have smooth movements, and i would like a built in HD camera, that is monoverable, or atleast a gopro mount that is monoverable the only problem with my gropro hero 3 black is that when you live stream the footage, there is a 3 second delay CAN ANYONE Help ME FIND A DRONE THAT CAN FLY SMOOTH FOR VIDEO PURPOSES!
