Best bang for my buck? Computers that are a good price and can preform well?

I'm trying not to spend a butt load of money on a computer like a MAC so what are my other options? I'm willing for it to be a desktop, even with custom parts in it.
What I plan to do with it is run my own website, edit GoPro footage, stream movies/watch YouTube, and maybe even go into the deep web one day when I become more knowledgeable on the subject.
Any suggestions? A price range?
I'd like a detail list of what I need to do/buy but any information will help. Thanks!
