What is a good camera to buy?

What is a good camera for taking pictures and recording. I don't want to buy two separate cameras for both features I want to be two in one I wanted to be at least as good as the GoPro Hero 4 silver and easy to use. Also my budget is probably under 1000. So far the go pro is looking like.e best option but it doesn't take the best photos nor is it made for that it's more of action camera.
