720p 60fps vs 1080p 30fps - 720?

So im testing out my gopro in different resolutions and it looks to me like the 720p 60 fps resolution has a better looking picture than the 1080p at 30 fps. The 1080p looks kind of dull and washed out compared to the 720p. Why would the lower resolution have a nicer image?
