Do you have to have data to connect your phone to your gopro?

I have the OnePlus One phone and am trying to connect my gopro to it using the gopro app. When I try to connect it in my WiFi page, it sometimes says "Authentication issues" and when using the app it says the camera might be out of range even though it is right next to it. So do I have to have mobile data on my phone for this feature to work?

P.S. I connected it to a friends iPhone without issue this past week.
