Do i need an smartphone to use a gopro?

so im planning on getting a gopro in a few weeks, but was wondering if i needed the app on a smartphone to use it?
i dont have access to a smartphone, but do have access to a laptop that uses wifi, would i be able to make that work?
if so, how?
and would the laptop have to be connected to wifi while i was recording off the go pro?
