Hello. I'm planning to buy a gropro hero 3+ silver soon. I'm a beginner and never really owned a gopro before?

I was able to use a gopro hero 4 black but it's owned by a friend. I would like to know if the hero 3+ silver is good enough just for basic photo and video capture for blogging. My friend told me to just get the hero 4 black since it's the newest version but I'm afraid that I wouldn't be able to use it to maximum and it would be a waste of money if I wouldn't be able to. I would really appreciate your answers. Thanks!
