What is the best video editing software for under $400?

So i need to get a video editing software but I don't know where to start because I've never edited videos before, however, I am a music producer so I should be able to figure out how to use the software without too much trouble so I'm not worried about that. I want something with sweet effects and something that I can make youtube videos with since I'm getting a gopro very soon. I've downloaded the trial for Cyberlink Powerdirector 14 and I really liked that I made a pretty sweet Intro video with that. I also downloaded the trial version for Adobe Premiere Elements and I didn't like that as much but it wasn't bad. I'm currently downloading the trial for Magix video Prox7.
