I want to make short films but I don't know what camera to use?

Hello I have been wanting to make a short film but I don't know what camera to use and I was trying to get a camera for under $300. I want to have a cinematic look on my video so if you know what good camera for it please let me now. Also what's a good editing software for editing my video. I also was planning to use my go pro hero 4 silver edition for my film but I realize that the gopro is only good for action shots and my short film will not have much action. If you have any suggestions please let me know thank you!
