Can i upload a youtube video?

I want too start making videos im getting a gopro hero 3 in a few weeks i want to make abunch of different videos. Just i dont want anyone from my town or family too see it. And yes I know if I really want to do it then I shouldn't care what people think but I think the point of uploading to YouTube is to connect with people from different towns and people that you do not know. So is there any way i can block citys or something like that?
